Sort out repos owned by edx on PyPI in the Open edX builds

  • getsmarter-api-clients - Installed in ecommerce by default, seems incorrect.

For the acclaim-xblock, I don't plan on doing any further follow up now that I've informed you that it's a private repo on github but being publicly published. It's not installed by default in edx-platform so it's fine from an openedx perspective. If edx/2U is okay with the way things are, no further action is needed on that.
