The CLA check is enforced on all public repos in the openedx GitHub organization. What about the edx organization?

[ ] Decide where we should enforce the check (only "Open edX" repos? all public repos? all repos?)
[ ] Use the terraform-github tool to enforce the check

Feanil wrote a ticket to look into this: https://github.com/openedx/tcril-engineering/issues/533 . We'll wait for what he finds out.

We aren't going to have a CLA in the edx GitHub org. We will update the bot to make clear that external contributions are not accepted.
