[entrypoint] Fix backend override when we specify BACKENDS #16

Only enable /track_hosts cron when BACKENDS env var is not present. Otherwise /track_hosts will overwrite and mess up our backends

Actually, there are few more things that need to be modified, will do a fork and then come back with the PR.
