Add ChangeLog to source tarball #84

Hi, I see you are gearing up for release of 1.4.1. Would you mind including ChangeLog in the source tarball, either adding it to MANIFEST.in, or renaming it to *.txt so the existing rule catches it.

Also the changelog is out of date, listing 1.3 as the last release
