Extra sanity checks on vscode_setup prereqs #95

I am unsure what the expected output is for the Windows commands, so I have left TODOs for now.

Also, I could not find instructions for lldb installation on a tutorial, so I based the installation instruction off of this StackOverflow post. I have not been able to test it because I already have lldb installed.

I was thinking that dividing into subsections mac and windows looked strange, so I like this change!
