[Maintenance] Upgrade JS dependencies #253

This PR bumps the minor version to 1.10.0.d, and upgrades JS dependencies like Typescript (and also Webpack, Jest, etc.). These upgrades are a prerequisite to some of the changes I intend to make in the next few weeks.

Some of the files have formatting changes because I upgraded the Prettier version.
