A few UMich courses usePrimer Spec Preview to build a website preview of their project specs whenever they make GitHub PRs. Hopefully, the W3C service could be helpful in reviewing large PRs.

This commit updates Primer Spec to show a button that redirects to the W3 service. This button is only shown on Primer Spec pages hosted on Primer Spec Preview. (Hence, this change is not expected to be visible to students.)
I recently discovered that the W3C provides a service to compare two HTML pages. It works best when the changes are merely text and not HTML changes.
