Documentation of Tuttle #11

added a couple of pages about Tuttle and some detail CSS changes

Exciting! One suggestion: the project is called "TEI Publisher", but this PR introduces a hyphen into the name when it is discussed: "TEI-Publisher". Would it be possible to fix this? Ideally users would see a consistent name for the project.
