Disable field status Tariff Module "Erzeuger-Pauschalentgelt" #2

Tariffs - currently this tariff module can already be created, but are not processed. So in the invoice this tariff component is simply not used, even if values have been entered in the tariff master data.

This issue target the field "Pauschalbetrag in €" which is only present on Erzeuger Tarrif, for no this field should be removed.
