Tests makefile integration #185

Currently tests (in the test) subdirectory use a custom-written Makefile. This should be replaced by an appropriate Makefile.am and integrated with autoconf.

Tests are not there yet, so pushing this to a future milestone.

Closing this; #142 is open for tests and they should be integrated.
