Create appropriate administrator pages #13

Goal

The goal of this issue is to create appropriate pages for the administrator to manage user resources.

Steps

Create a page for admin to manage resources.
The admin should be able to create, modify, disable or delete content.

Definition of done

The issue will be considered closed when the administrator is provided with the aforementioned functionality and all integration tests pass.
