Initialize Flutter client with Keycloak #34

The Flutter client is initialized using the default boilerplate. Authentication is provided using Keycloak. Some noteworthy points are:

Openid_client library is used for authentication.
Routing is done using onGenerateRoute practice.
Environment variables are used with the dotenv library.
Jenkinsfile is added to run tests and build the app for the web.

This pull request resolves Issues #7 , #8 , #10 .
