Upgrade to elm 0.19 #10

Without Elm 0.19 compatibility, elmstatic won't be able to work with elm 0.19, either. See https://github.com/alexkorban/elmstatic/issues/2. This affects the future viability of these projects, especially as Elm 0.19 is now the default version in a lot of distros.

Big +1 to this. There's ThinkAlexandria/elm-static-html, which could pretty easily be ported to this package as well, but frankly that doesn't seem like the ideal way to integrate this workflow into Elm 0.19 workflows. It would be good to have some input from someone active in the community on the subject of static elm generation, imo.
