Where do they go? Every page, or inbox (#16)?
Possible approach: just make these regular journals by admins, but let admins "promote" a journal to news status.

I think GitHub handles this well: news is posted to the company blog (https://github.com/blog/broadcasts), but it also appears on the front page—when you're logged in, there is a little unobtrusive box in the sidebar with a short summary of the most recent broadcast, a link to the full post, a link to the blog, and a "hide this broadcast" button.
