SWAT AI stops falling in/covering after engaging #239

Really annoying thing that was mentioned by a comment and I feel is worth mentioning, but the AI doesn't keep falling in after they engage a suspect.

Experienced this many times. I wish they would go back to covering a position or falling back in after seeing someone or engaging someone.

Something to add to this is that somtimes when you get them to fall in they will fall in and if a suspect is shooting at the officers, the officers just stand there and take the shots and get killed because they are still in the fall in logic. Maybe the priority is higher or something messed up?

Did they acknowledge the suspect? (by shouting "Suspect spotted!" etc)

Sometimes yes, sometimes no.

This is a duplicate of #221

Not exactly a duplicate, that's a separate issue regarding the AI detecting something that they shouldn't (or detecting something that doesn't exist -- not sure which) and/or chasing after suspects when they're not supposed to. Specfically this is about the AI not falling in after the engagement has been completed/successful.
