Need some more testing to see where the issue is.
I’ve also noticed this. I thought telling red and blue to take one of 3 people to be zipcuffed while I did the other would have things moving smoothly, but the AI seems to just not do anything. Or they’ll start to do the task they were given and then stop half way through. It definitely happens more often when there’s several commands going out at once. This breaks using CTRL to delay commands until told to take action.
In v7 SWAT officers started to ignore orders more. If in previous versions it usually happened when player gives another order before previous voiceover has finished playing, in v7 it happens even when voiceover is fully played. Officers even say a response, like "Yes, sir" and simply standing still after. In some cases even reordering doesn't help, ordering "Move to" seems to get them off this state. Bug frequency is enough to annoy.
You can't directly trigger bug, but giving orders to different teams (red,blue,red... etc.) seems to increase the probability of bug.
