Position 2 is the one causing the problems in the map. The Person H marker means a hostage may be there. The F marker means the suspect will -flee- to seek cover there. If a hostage is already in the corner, the suspect cannot reach his AI waypoint. Because the hostage will be obstructing that small space. Therefore, either the Hostage spawn marker has to be moved... Or the "Suspect Flee" marker has to get moved. (Ryker)

A Simple fix would be to move that flee point somewhere else OR just delete it entirely
I wouldn't bother with the hostage spawn
I actually like Ryker's solution here, because it's generic and can fix multiple issues across multiple different situations. The trick is to do it efficiently.
Reported by Ryker Red Library - Level 3, Side 2 - Rec Room corner behind TV This issue is recreateable - depending if suspect is spawned in corner of map.
To recreate, Host Mission for Red Library. Use Sierra2 and fire several shots through the window to 'alert' a suspect reaction.
Switch back and observe through Sierra1 viewport to witness bugged suspect. If not, repeat by restarting mission until bug is caused.
Suspect under SIERRA1 observation will continually strafe back and forth in the corner, causing SNIPERPAWN to react to Suspects presence. Causing audible contact spam through radio.
