Corrections for DRC errors #114

Modified the text block GDS to remove the COMP (diffusion) fill block, which is unnecessary. This will, as a side effect, fix the NDMY spacing error. Modified the MiM cap in the simple_por circuit so that metal 5 covers the entire cap layer. This should (?) fix the MSLOT.9d_OPTIONB DRC error.
