update magic for SRAM & IO extraction #129

@jeffdi : This isn't an update to magic. This is checking how to create the netlists for SRAM and I/O in open_pdks when installing. GF only provided CDL netlists, and netgen doesn't read CDL (or at least it seems to have some problems with these CDL netlists. I added some CDL syntax parsing to netgen but it cannot be considered a true CDL parser).
