chip_io magic layout view has an incorrect port assignment #167

One of the ports in the chip_io.mag file has the same number as another, which prevents correct netlisting of chip_io from magic.

Note that this layout change does not affect output mask layers and does not require any changes to the ongoing MPW tapeout.
