Update clear pcb #106

  1. Connect the TMUX4053 (U9) power to 5V instead of 3.3V. This change is required since the part power level is 5V to 24V.
  2. Short 6 caravel IOs to the 6 FPGA configuration IOs to allow configuring the FPGA from the flash directly on boot
