Rehardened mgmt_core_wrapper to reduce Antenna violations. Current Antenna violations are 86. Threshold is 400.

• 60 violations have ratios between 400 and 500
• 23 violations have ratios between 500 and 600
• 1 violation has ratio of 723
• 1 violation has a ratio of 937
• 1 violation has a ratio of 1035
