update tag to mpw-9e #49

Will MPW-9 be open for submissions?

@britovski : Sorry, there is no MPW-9. The tag numbering should probably be changed to something related to ChipIgnite so that it does not get confused with the OpenMPW program, which was the original reason for the tag naming convention. @jeffdi : Do you agree?
