Steps

OpenROAD.*, Odbpy.*
- Steps now use OpenROAD's bundled Python environment and do not attempt to propagate PYTHONPATH

CLI

Resolved bug causing nonexistent mounted volumes to be created as root when using a non-rootless container engine with --dockerized.
Fixed issue where PIP versions of OpenLane would not be able to copy examples properly.
Environment detection scripts no longer use nix-info, saving time.

Tool Updates

openroad now built with its own Python environment that includes click, rich, pyyaml and ioplace-parser
libparse and ioplace-parser are now used as Nix flakes and not as costly import-from-derivations.

CI will fail pending an IPM fix. Can't be helped.
