Misc. Enhancements/Bugfixes

• The flow warning summary now only shows the first instance of any warning emitted, instead showing two numbers for identical warnings in other steps and for similar warnings (e.g. same OpenROAD code.)

While this is not a bugfix, I am opening this against main as our PnR engineers are finding the current setup unusable.
