- Added soft placement obstructions via new variable PL_SOFT_OBSTRUCTIONS.

Misc. Enhancements/Bugfixes

openlane.common.config
- Trailing commas are now permitted when converting from a string format (which are necessary because of the ambiguity of lists of lists.)
