Add missing layers #18

This PR adds some of the missing layers to the layer property file according to #17.

@DavidRLindley I am not sure what to name layer 235/0. There is a layer 235/4 in OpenRAM that is defined as "boundary". Whereas 81/2 is already set to "areaid.core" in sky130.lyp. So I am not quite sure how to 235/0 should be named, and have also set it to "boundary" for now.

Could you review if the order of the layers, the names and the styles suit you?

I've been using the new layers file for a while and it meets my expectation. I approve the pull request.
