The latest version of anchor-link does not work as expected.
There is a bug that will throw the following error.
But it would be nice to support the latest version of anchor link.
The problem currently is that there is some kind of dependency issue.
The current version of node, that is used to build effect-network, is not supported by the latest version of anchor link (if I recall correctly).
Let's see if we can bump up the version so that we can get the useful features that are present in the latest anchor link version
