Rename Xpo network providers to XpoWebApi #8

Original the name of these providers had this structure "BIT.Xpo.Providers.Network" but now all of them will be part of the Xpo WebApi Framework so the projects need to be named accordingly

BIT.Xpo.Providers.Network.Http.Client.RestClientNet BIT.Xpo.Providers.Network.Server.Http BIT.Xpo.Providers.WebApi.Client.RestClientNet BIT.Xpo.Providers.WebApi.Test
