Certus Quartz Dust Can't be Used to Make Quartz Glass #17

Describe the bug

The forge tag forge/dusts/quartz only has nether quartz dust in it, when in all past versions, you were able to use certus quartz dust in its place.

To Reproduce

Look at it in JEI

Expected behavior

Unfortunately, i think that you're going to need to make a new tag that includes both certus and nether quartz dusts, as nether quartz dust is also used in recipes that should be specific to nether quartz dust.

I should mention that this intergchangeability issue applies to silicon's smelting recipe, tiny TNT, and quartz fiber as well, however, it does NOT apply to hardened glass or nether quartz seed.
