We should consistently use British conventions for the placements of quotes and commas or period: they should be placed inside/oudside depending on their logical meaning, e.g., He said "we should use British conventions", filed a bug and left. He left after saying "we should use British conventions". instead of He said "we should use British conventions," filed a bug and left. He left after saying "we should use British conventions."

This is also the ISO recommendation.
