New class: data item with error estimate #9

Action Item:

All DIEE have part some numeric data item
All DIEE have part some numeric error estimate

Would like some magic to constrain numeric error estimates so they don't end up 
tied to non-numeric data items.

Alternatively, looking at the data properties we have, we already have 'has 
measurement value' and 'has uncertainty value', so if we added 'has calculated 
value' then that should (?) do the trick.
