UX: language handling in public apps

To achieve multi language support on public pages following need to be done:

• There should be language select, which after change, should update lang cookie with corresponding value (that will invoke automatic page reload as configured at #1613)
• Each text on public page that's expected to be covered with translations need to be wrapped with _ (as it was described in documentation.
• If it's about larger paragraphs, we can use markdown then wrap should be done as md(_("Text"))

Alternatively @melux may decide not to rely on _, and come up with own idea of handling translations (language setting can be read from cookie).

@vianneyl pass it to @melux if you want him to address that issue.

@vianneyl It needs to be done to ensure that bilingual functionality works when it arrives. It can be done now (it won't break anything, still at beginning the only effect will be that public pages messages will be translatable through panel)
