Payoff data malformed is sometimes incorrectly given as error #27

There are a couple of errors that can trigger this statement. The begin/rescue block should be tighter so that only problems with formatting set simulation error messages as 'Payoff data is malformed'.

Should now be improved to distinguish between various failures.
