In-Use Relation Types allow Delete

What steps will reproduce the problem?
1. Add a Relation Type
2. Use it to relate two CIs together
3. Delete the Relation Type
4. CDR deletes the relation type
5. Go to the CIs used in #2.  There is no relation between them now

What do you see instead?
Step #3 should fail and give me an error message " This relation type
cannot be deleted because it is currently used"
