Amr Eldib OpenStreetMap can help here: There are extracts that can be downloaded from here http://wiki.openstreetmap.org/wiki/Planet.osm#Country_and_area_extracts For example: http://download.geofabrik.de/ But it's in the format .osm.pbf This format can be converted to .osm then imported into QGIS to be converted to any other format http://gis.stackexchange.com/questions/39112/load-osm-pbf-file-in-qgis I'll give it a try and report back.

I downloaded the .pbf file from http://download.geofabrik.de/ then converted it to .osm file. The result file was 15GB. Adding it to QGIS caused my computer to crash  So, I tried something different. Natural Earth has datasets with administrative boundaries. I downloaded it and opened it (it's Shapefiles) but it doesn't have the updated boundaries for the new Provinces. Need another solution.
