Adoption of a Code of Conduct #2690

The raising of #2689 has started the discussion around the adoption of a code of conduct. The initial proposal is for adoption of https://www.contributor-covenant.org/version/1/4/code-of-conduct. Tasks to be accomplished here:

[x] Review of available options for a pre-formed code of conduct
[ ] Discussion of enforcement options/policies for violators
[ ] Discussion with Software AG Legal and HR regarding any constraints they will place on any of the above

Right now I'm proposing having violations reported to oss-conduct@terracotta.org. That would be a new alias that I'd need to get set up - but it could be used as a common alias for all of our open source projects. Other candidates here would be either of the existing tc-oss or contribute aliases. Thoughts?

The project team is obligated to maintain confidentiality with regard to the reporter of an incident.

The e-mail address used would need to be able to support this (from the code proposal).
