Improvement: Import Valuesets as Json or Xml from IG's #7

Why are the valuesets defined as delimitted files and not taken as json or xml files from the corresponding IG's?

The json and xml files could be taken and parsed using the HAPI FHIR libraries very easily.

During the initial implementation phase, we did not have the information, how to receive this information, therefor, it was designed to be a changable value list. It may be done in the future but right now, it works as designed.

I will keep the issue as improvement, but it needs to be decided by eHS whether this functionality will be implemented.
