Dedicated dev environments #222

Some folks have mentioned that they use Visual Studio. Seems like the thoughts here are that people are new to VS Code. VS Code also requires some set up.

I can spin up some VS Code online instances for people to use instead. This will eliminate the need for people to install dotnet, ef core, etc.

I'm not currently planning to spend time on this. But folks should feel free to comment here if they think this would be helpful.

I'm closing this issue as wontfix because I am not seeing there to be a high need for dev environments.
