Migrate to Monorepo #173

As ACAP continues to grow and we are ready to move forward with the dashboard, we have decided to migrate this repository to a monorepo structure. The purpose of the monorepo is to centralize different components of the project. It will house ACAP as the backend, the dashboard as the client, storybook for component documentation, and the libraries as artifacts in the form of npm packages. To effectively manage the monorepo, we will utilize several tools that provide support and streamline the development process.
