fixes bug when argument --xy that provides public key for signature verification is not working and hc1_verify.py tries to load from certificate file which results in error and program termination if certificate file is not found, or usage of wrong public key if certificate file is present
fixes minor bug, missing "f" string prefix for formatting in "signature invalid" message
adds nicer error when certificate file is not found
