Clarif what comes first, last.

Incorporated your suggestions. Have not incorporated "Provides no public infrastructure which is available for everyone (limited to attendees)" as that is not a infosec requirement for the implementation (as it is integrity, not confidentialy one is concerned with) - nor one the eHealth Network has taken a position on.

It may well be that the operator (the EC) wants to restrict this - but we've not heard any details about that from the EC.
