Option 3 to be used.

Eh - the intention of this paper is that a country can choose any of these 3 options.

So this is not an either or thing. And this was the way it was voted upon / accepted.

Well aware of what the text says, quoted same yesterday re 3 options e.g. https://github.com/ehn-digital-green-development/ehn-dgc-schema/issues/15#issuecomment-828397839

Long discussions both here and offline about this - field missing in UVCI spec if we support all 3 options and implementers prefer just one choice.

Resolution:

Issuance: Choice of which option is devolved to member state. Member state is free to choose one of the options 1, 2 or 3 from Annex 2. No specifics here in DGC at EU level.
Verification: Verifier application passes full certificate id field to name resolver (arpa).
