Relax tagging #77

Based on an animated discussion we should relax the requirement to do tagging from MUST to SHOULD. Also, note that validators MUST be able to handle both tagged and untagged data.

I think this makes it worse from a (mis)understanding point of view.

The intention of the MUST change was to make it really clear that it was to a a string (and not a float, int, etc).

So perhaps stress that it MUST be a string.

And it SHOULD be tagged 0.

Agree. And if it IS tagged it MUST be with tag 0?

MUST be string (MT 3) SHOULD be tagged If tagged, it MUST be tagged with 0.
