Userclass for match report #36

I was thinking another option you might want to add to admin, is a userclass 
setting for submitting matches.

But that could mess things up having a global userclass option for submitting 
matches.. What about, inside an event itself, having the "owner" of the 
tournament choose what class is allowed to submit matches. 

That way lets say, I can have 3 tournaments going on, 2 being which members 
can post there own stats, and the other one, where only the "owner" or 
"admin" can submit matches. I guess it would depend on how much control you 
wanted over that one specific tournament.
