Max number of players/teams for events #81

Adding a "Max Player" or a "Max Team" limit for sign-ups in tournaments. The 
setting would change per tournament, so it'd probably be in that specific 
tournaments settings. So if I wanted a host a FFA tournament only 20 people 
would be allowed to sign up, as an example.
