We do not have any plans to make or release 64-bit windows builds. There is a
technical reason: Microsoft made a design decision for backwards compatibility
when moving to 64-bits which would effectively force us to make large changes
to all of the source code to support Win64. And there is also a practical
reason: the 32-bit build is slightly faster than the 64-bit one, so having a
64-bit build on windows would not bring any advantage. Since all 64-bit
Windows OSes have 32-bit compatibility libraries, the 32-bit application is
usable on all Win64 installations. However this is not true in the Linux
world, which is the main reason why I created a 64-bit version of Mupen64Plus.

Well, thank you for taking the time to explain the reasoning. That all makes
sense.
