Reduces the number of eta bins and fixed phi momentum scan to reduce job sizes.

Closed, since planning to merge https://github.com/eic/drich-dev/pull/85 instead, which has the full new CI pipeline matrix. If you ever need to run high stats again on the CI or a modified matrix, just open a new pull request.

(and we probably don't want to run high stats regularly (on every commit) in the CI, but can do so anytime we want manually with a new PR)
