Split 2022 TC meeting minutes to two pages #149

Description of the Change

HackMD apparently has a 100 kB limit on documents, and we managed to hit that limit when we tried to add the 2022-10-20 meeting. The minutes for the first half of 2022 has been moved to a new HackMD document and the old document now only contains the minutes for the second half of 2022. The Markdown files in this git are renamed and made to match what the HackMD documents looks like now.

Alternate Designs

Considered using quarterly splits but that's more work with no clear benefits.

Benefits

Continued use of HackMD for meeting minutes.

Possible Drawbacks

I'd say it's a drawback that we're splitting the document in two, making the URLs inconsistent between years. Unfortunately I don't see that we have a reasonable choice.

I've recreated the HackMD-to-GitHub link so everything's set up for the next TC meeting.
