Description of the Change

Add a file summarizing all the resources used by the Eiffel Community

Alternate Designs

We have some information in various files such as:

• https://github.com/eiffel-community/community/blob/master/howtos/update-tc-members.md
• https://github.com/eiffel-community/community/blob/master/PROJECTS.md
• https://github.com/organizations/eiffel-community/settings/oauth_application_policy

but these do not provide a good overview and tracking of why we used it.

Benefits

By introducing a file tracking all used resources we can track what resources we use and also why we started using them by stating the reason via the PR updating the file.

Might seem a bit extra administration

For the Google groups we cannot find any owners of I recommend that you send a mail to those groups and request that info to be provided to you

On TC meeting 2023-08-17:

• Decided to move the maintainers rows in the Google group table to the issue about removing Google groups
• Decided to replace all individual mail links with links to their Github profiles

Still waiting for that link to the LinkedIn page (Emil's old comment). Otherwise LGTM.
